WhatsApp Business API pricing from October 1, 2026: what every reply costs now

September 25, 2026

Updated September 29, 2026.

On October 1, 2026 Meta ends a rule that has held since November 2024: the replies your business sends inside the 24-hour customer service window stop being free on the official WhatsApp Business API. There is an allowance — the first 1,000 replies per phone number, every month, stay free. For most small businesses the bill barely moves. For anyone answering a lot of customers on a single number, it moves a lot.

This is what changes, what it costs, and what to do about it. Everything here comes from Meta's pricing documentation and the summary published by 360dialog, one of the largest official API providers.

In short

  • What changes: from October 1, 2026, free-form replies inside the 24-hour window are charged per delivered message on the official WhatsApp Business API.
  • Free allowance: the first 1,000 replies per business phone number, every month. It does not roll over.
  • Price per reply: the utility rate of the customer's country — about $0.0068 in Brazil, $0.0085 in Mexico and $0.02 in Spain.
  • Unchanged: replies inside the 72-hour window opened by a click-to-WhatsApp ad stay free, and the WhatsApp Business app on your phone has no per-message charge.
  • Who pays more: a business answering more than 1,000 messages a month from a single number.

What changes, in one table

Until September 30, 2026 From October 1, 2026
Free-form reply (text, photo, voice) inside the 24h window Free Charged per delivered message, after 1,000 free per number per month
Reply inside the 72h window opened by a click-to-WhatsApp ad Free Free (unchanged)
Marketing template Charged Charged (unchanged)
Utility template outside the window Charged Charged (unchanged)
Utility template inside the window Free Providers report it becomes billable — check your rate card
Authentication template Charged Charged (unchanged)

A "free-form reply" — Meta calls it a service message — is anything that is not a template: what an agent types, what an AI answers, a photo, a voice note. You can still only send these while the 24-hour window is open. That part does not change.

How the 1,000-message allowance works

Meta added the allowance to its documentation on September 1, 2026. The rules:

  • It is 1,000 delivered service messages per month, per business phone number. Not per account, not per company: every number has its own.
  • It does not roll over. What is left in October does not carry into November. It resets every month.
  • After 1,000, every delivered message is charged. There are no volume discounts on service messages.
  • Replies inside the 72-hour window opened by an ad stay free and do not use up the allowance.

What a reply costs

A service message has no price of its own: Meta charges the same rate as a utility or authentication message in that market. And the market is the country of the customer who receives it, not where your business is.

From the table 360dialog published, in US dollars per delivered message:

Customer's country Price per reply after the free 1,000
Brazil $0.0068
Mexico $0.0085
Colombia $0.0008
Peru $0.0300
Argentina $0.0260
Spain $0.0200

Check your own account against Meta's rate card — that is the one that counts. The spread is wide: the same reply costs nearly forty times more to a customer in Peru than to one in Colombia.

The arithmetic, three ways

A small shop, 700 replies a month, one number. Inside the allowance. Meta's charge for replies: zero, before and after October.

A clinic in Brazil, 5,000 replies a month, one number. The first 1,000 are free. The other 4,000 × $0.0068 = $27.20 a month.

A business in Mexico, 3,000 replies a month, one number. 2,000 × $0.0085 = $17 a month. Split the same volume across two locations with a number each (1,500 replies apiece) and it becomes (1,500 − 1,000) × 2 × $0.0085 = $8.50. Volume per number is what drives the bill.

Three myths going around

"Meta charges per conversation." Not since July 1, 2025. Billing is per delivered message. Anything that still talks about "a 24-hour conversation fee" is out of date.

"Every reply is charged from the first one." No. The first 1,000 per number, per month, are free. A small business can go through October without paying anything to reply.

"AI replies are free." An AI reply is a service message like any other: it counts against the allowance and is charged the same after it. What AI can do is resolve a question in fewer messages.

What to do now

Count your replies per number. The figure that matters is how many messages your business sends per month from each number. Under 1,000 and nothing changes for you.

Answer in one complete message. Three short messages ("Hi!", "One moment", "We're open 9 to 6") cost three times a single complete answer. That applies to people and to AI alike.

Use click-to-WhatsApp ads where they make sense. A conversation that starts from an ad opens 72 hours in which replies stay free.

Review your utility templates. If you send order confirmations or reminders while the window is open, check your rate card to see whether they are now billable.

What if you connect WhatsApp Business by QR code?

Everything above applies to the official API (Cloud API). The WhatsApp Business app on your phone is not the API and has no per-message charge.

Bzzip can connect a number either way: through the official API, or by scanning a QR code with the phone that owns the number, the same way WhatsApp Web works. Over QR, your team and the AI answer from one shared inbox without the API's per-message rate. WhatsApp's own rules still apply: use the number to answer people who wrote to you, not for bulk sending — a number that behaves like a broadcaster can be restricted by WhatsApp.

For what a shared inbox with an AI agent costs in total — platform, AI and Meta — see WhatsApp shared inbox with an AI agent.

Bzzip is free to start, no card. Paid plans are $39, $67 or $139 a month.

Quick answers

Can I use the WhatsApp Business API for free? Partly. There is no monthly fee from Meta, and from October 1, 2026 the first 1,000 replies per number each month are free. Templates (marketing, utility outside the window, authentication) are always charged, and a provider or platform may charge its own fee on top.

What is the 24-hour rule for WhatsApp Business? You can send free-form messages only within 24 hours of the customer's last message. After that, only an approved template can restart the conversation. The October change does not touch this rule; it changes what replies inside the window cost.

Do AI replies count against the 1,000? Yes. A reply written by an AI agent is a service message like any other. See how to run a WhatsApp AI chatbot on your own OpenAI or Claude key for what the AI side costs.

When do replies start costing money? On October 1, 2026, on the official WhatsApp Business API.

Is the free 1,000 per account or per number? Per business phone number, per month. It does not roll over.

How much is each reply? The utility rate in the customer's country — for example about $0.0068 in Brazil and $0.0085 in Mexico, per 360dialog's published table. Confirm on your own rate card.

Is the 72-hour ad window still free? Yes. Replies inside it are not charged.

Does this affect the WhatsApp Business app? Not this change: it applies to the official API. The app follows its own rules, which do not include per-message charges.
